Note the problem here. We are sending in ISO charset, but there is no encoding for ISO URLs in HTTP! So some clients send UTF-8 and some send ISO. The behaviour of the different browsers means the easiest overall solution is to always use UTF-8 for everything but Wiki 1.1 doesn't do this, so it may cause problems between browsers. Yuck.
